The overall objective of the project is to foster the necessary conditions for the country to launch large scale solar power (PV and CSP) to produce electricity and thermal power for hybridisation (integration of solar fields in thermal power plants) and solar thermal power for applied processes in the medium and large size mining industry.

The specific objectives are:

  • Analysis of the gap in the current regulatory framework. Proposal for a new more efficient regulatory framework, which allows specific actions to foster and promote the launch of solar technologies in the short and medium term.
  • Study and proposal of new adequate specific financial mechanisms, which will allow the launch of solar technologies to the market. Analysis of financing tools for market penetration.
  • Definition of necessary characteristics that solar projects must have for the production of a) electricity; b) thermal Energy for the middle and large scale mining industry; c) hybridisation as a mixed solution (solar fields in thermal plants).

The project has three main components:

i) Drafting of tender documents for a CSP plant;

ii) Legal and regulatory framework and financial incentives; and

iii) Identification of a project pipeline for solar development.
